Thanks for your bugreport.

The only solution for this would be to add a additional python-apt check
if the package is actually downloadable. That would make command-not-
found pretty slow, so its not a solution that I'm much in favor of.
Maybe a better description would be suitable? "You need a working
internet connection to install software" or something like that.
