I can confirm it's still not working in Intrepid (Ubuntu 8.10).
Linux kernel 2.6.27-7-generic (2.6.27-7.12-generic).
The USB id's are detected, the quickcam kernel module loaded, but no /dev/video* device
Kernel log shows:

ls -al /dev/video*
ls: cannot access /dev/video*: No such file or directory
