This bug was fixed in the package pm-utils - 0.99.2-3ubuntu10.1

  * debian/95hdparm-apm: apply a default apm policy to all drives on
    resume/thaw, based on AC state, for consistency with the settings
    applied by acpi-support.  LP: #59695.
