It appears that the packages for 2.6.28-13 in jaunty-proposed have not been uploaded:
root at immortal:~ # apt-get install linux-image-server

I've checked my local mirror (which is synced with archive.ubuntu.com)
and it's not there either. I guess the dependencies for the linux-
image-* dummy packages got updated, but the files didn't get uploaded..
