I'm having the same exact problem on a Thinkpad X60 tablet: the Network
Manager shows me no wireless networks and says the wireless is disabled,
even though I can scan for networks using iwconfig from the console. All
kinds of modprobing and rmmod-ing hasn't helped anything, and I'm not
even using an Atheros wireless card. This particular Thinkpad has an
Intel wireless card, using the iwl3945 module. It does, however, have an
RF kill switch, and the Bluetooth and WiFi are both completely dead as a
result of this bug.

Weird.
