That's not a kernel bug.

And what you're proposing will already work for any packages installed
through the package manager as longas packagers handle dependencies
correctly. It would be the responsibility of the packagers of third
party software to make sure that there is a working upgrade path. Ubuntu
developers cannot control third party software, so this bug report
should be closed. You've already raised the idea on brainstorm, which is
the best place for an idea like that.
