This bug was fixed in the package usplash - 0.5.37

  FFE LP: #427356.

  * Make usplash optional in the initramfs, you need to set USPLASH=y
    otherwise it will not be included:
    - initramfs/scripts/init-top/usplash: script optional
    - initramfs/hooks/usplash: as is hook
