[Bug 433723] [NEW] document USPLASH option in initramfs.conf

Binary package hint: initramfs-tools

The new upstart-related changes to usplash and initramfs-tools prevents
the startup splash screen from showing unless the user adds "USPLASH=y"
to /etc/initramfs-tools/initramfs.conf.  This should be documented
somewhere.
