[Bug 438304] [NEW] last kernel that boots for me is 2.6.31-5 24

Public bug reported:

Since the upgrade to  2.6.31-6.25 and above, my laptop hp 6530b stopped to boot. 
It goes to "waiting for root file system" and exits in the shell. 

Some details: I'm booting from external USB disk enclosure not from the internal laptop drive !!
whilst on the emergency shell I tried to remove/insert the usb_storage module but this does not help. The module is removed/ inserted cleanly but no scan occurs so no new disks found. 

I tried to bisect the problem but I encountered that git bisect and debian build system does not go well with each other.
More strangely the tag Ubuntu-2.6.31-5.24 is missing from the freshly cloned karmic kernel repo.

P.S the help message below this very frame is quite misleading !!
 "ubuntu-bug -p linux" leads to error message.
