I had a similar problem on my Asus EeePC 1000H and solved it by
generating the file /etc/fancontrol

Fancontrol is not configured (/etc/fancontrol is missing and needs to be
generated by pwmconfig).

I used the following thread as a suggestion:

Nearly everything on that thread is out-of-date, but the pwmconfig
instructions are spot-on.
