[Bug 564521] [NEW] After nightly dist-upgrade: kernel from 2.6.32-20-generic to 2.6.32-21-generic, the system doesn't boot, Kernel panic

Public bug reported:

On keyboard "Caps Lock" and "Scroll Lock" are blinking synchronized.
No splash is displayed, Only a blank text-mode screen. System hangs. Only hard reboot with power button pressed for three seconds is possible.

Screen messages:
Kernel panic - not syncing : VFS : Unable to mount root fs on unknown-block(0,0) 

In recovery mode, the kernel panics too. The relevant line reads:
"VFS: cannot open root device "sda7" or unknown-block(0,0)"

With linux image -20 system boots without any problems.
