I'm going to mark this as invalid - having gotten tired of randomly
losing ondemand scaling i just went ahead with a re-install and it seems
to be working fine. (daily of 04/16 updated

If there are any others with same issue I'll note that conservative mode
should work or for temp fix

sudo sh -c "echo 75 >
/sys/devices/system/cpu/cpufreq/ondemand/up_threshold"
