I was just playing around a little:

I did a rmmod dell_wmi, then rfkill unblock all.

after that rfkill list showed phy0 and dell-wifi in the same hard blocked state.
after that, the wifi key enabled both.
wifi is working from here!!!


now I did a modprobe dell_wifi which gave some output in dmesg:

and wifi is still working.
