Some additional background:
Oddly, the original revision of the HP Envy 15 which presumably has a very similar motherboard(uses same bios) works just fine.
The only differences between the older, working revision and the newer revision that I'm aware of is a Radeon Mobility 5830 vs 4830 and when configured with a Core i7 (vs Core i5) it has an additional USB 3.0 controller. 
However, since my Envy 15 has a Core i5 without USB 3.0, I believe the problem to be independent of processor and USB controller. 

I doubt any of that info will really help but, its all I can think of.
