That works for me, here running lucid, 2.6.32-21-generic in a Dell
M4400.

$ rfkill list
0: dell-wifi: Wireless LAN
        Soft blocked: no
        Hard blocked: yes

But after a:
rmmod dell_laptop

$ rfkill list
2: phy0: Wireless LAN
        Soft blocked: no
        Hard blocked: no

the wifi started to work again. Thanks Telescope for the tip...
