Sorry Jeremy,
I don't know if this is still an issue, I gave up.
I tried to understand the LinuxTV development process but had to give
up. Everything seems to change everywhere all the time. The API and
even the project name changed over the time. In a couple of years they
used CVS, Mercurial and now Git with a full kernel. There doesn't seem
to be any release mechanism (*), they don't have any specific bug
reporting mechanism (they use the kernel one(**)). It is impossible to
know what works and what doesn't. And something working today (or
yesterday) is no guarantee for tomorrow.
I just hope they know what they are doing.

(*) you never know/knew when you have a problem what version you use (a
kernel X.Y.Z ok, but what version of LinuxTV?). Maybe, it is solved
with Git (?)
(**) and this is very messy because the bugs are also related to
applications (like xawtv, tvtime...) or mixed with one of the audio
stacks...
