[Bug 600475] [NEW] Include e2fsck.conf in default ramdisk

But fsck isn't run in the initramfs - the root filesystem is mounted
read-only, and then fsck is run after changing to that root filesystem.
I don't see how including e2fsck.conf in the initramfs would help given
that it wouldn't be used there.
