[Bug 611031] [NEW] Unable to drop into a TTY

Public bug reported:

I am unable to get any TTY term. this is a clean 10.04 install that was
upgraded to 10.10 after only installing irssi irssi-scripts.

What happens:
Choosing any F1-6 Does nothing but give me a black screen

What I expect:
using F1-6 should give me a terminal

Steps to reproduce:
1. log into your desktop of you choosing 
2. Press Ctrl+Alt+F1-6
3. Get a black screen
