As  I'm not a developer, nor I have this problem anymore, I cannot help more
than asking you to provide details about your issue (which I've already
done) and waiting to see if a developer or someone who knows what this issue
might be related to, provides an answer or a workaround.
I can only ask you to provide your

/var/log/dmesg
/var/log/dmesg.
/var/log/syslog
/var/log/syslog.1

files, to see if there is a hint about what process is preventing shutdown
and reboot to complete.
