[Bug 540599] [NEW] Regression: External USB hard disk from Western Digital no longer gets mounted

When I attach my Western Digital (WD) USB hard drive it doesn't get
automatically mounted. The same USB device works well at the same PC
using Ubuntu Hardy (8.04).

When I run 'dmesg' before and after attaching the usb hard drive I get at the second run the following additional output:

[ 1992.364506] usb 3-1: new full speed USB device using uhci_hcd and address 29
[ 1992.776007] usb 3-1: device not accepting address 29, error -71
[ 1992.776015] hub 3-0:1.0: unable to enumerate USB device on port 1

lsusb does not list my USB hard drive.

This bug looks similar to bug #387161, however that bug was about
different USB devices.
