I can also confirm that enabling DVB_FE_CUSTOMISE enables build of the
stv090x module and resolve this issue.

This is an upstream bug as the frontend should be enabled when
DVB_BUDGET=[y|m] and DVB_FE_CUSTOMISE=n.
