[Bug 546648] [NEW] USB devices cannot be hotplugged

Public bug reported:
USB devices cannot be used after plugged.
However, if the device is plugged before booting, it works fine.
I've tried USB mouse, flashdisk, SD memory card, and external hard drives with consistent result.
So, now I have to reboot each time I want to use USB devices.
This problem does not occur in Karmic.
