Public bug reported:
I'm honestly just following the apport script, because I'm not sure what
happened. I booted, logged in, and my desktop froze. I switched to
tty4 and then back to the desktop, and--while it unlocked my desktop--I
found that a few of my applets had moved on gnome-panel, and this error
message popped up.
