Does "Hard blocked" indicate a Fn-keyboard setting?
I had exactly your experience with no wifi after upgrade.
As a coincidence, when adding a Bluetooth mouse, I happened to realise that my laptop also has an Fn-command to toggle wifi on/off. Never used before!, but it now worked! Wifi was immediately activated.
Strangely - the upgrade changed this setting from "on" to "off".
