Hi Dave,
   You will need to be working from the directory that your .deb files are located in. typing 'pwd' on the command line will tell you where you are currently in the terminal. You'll need to change directory from wherever you are to wherever you need to go to run the command.

Alternately you can seek assistance from the #ubuntu channel in FreeNode
on IRC.
