This *is* indeed a modesetting issue. It even works with the stock
Ubuntu-21 kernel.

Boot option flag to nomodeset is a work-around to the issue.

My conjecture: The card is attempting to be set outside of the
displayable range (perhaps on a much higher resolution monitor this
would not have occurred?). The test monitor maxes at a 1280 x 800
resolution, I believe.

This seems not to be a kernel issue at all.

If this is satisfactory, you may take whatever action you deem necessary
and/or close the bug.
