[Bug 583459] [NEW] external DVD not found unless present at boot

Public bug reported:

installed Lucid.  system up-to-date at 2010-5-20
previously (ie karmic) fully working external USB DVD.

now, if DVD is not connected at boot time but connected later, drive is
not available to mount, even though lsusb can see the drive.

if DVD _is_ connected at boot time, everything appears to work
