I got the same thing with "make mandocs" on 2.6.31-20-generic.  There is a fix, as described on:

Basically in linux-source-2.6.31/drivers/scsi/scsi_transport_fc.c, edit line 499 replacing /** with /*

AFAIK this makes no functional change, it's just that docbook gets
confused by the /**
