I can confirm this problem, both in the current maverick
2.6.35-22-generic kernel and in the corresponding mainline
2.6.35-02063507-generic kernel. In both these kernels,

xinput test 16

(where 16 is the id of the HP WMI hotkeys device) is silent.

In the mainline kernel 2.6.36-020636rc6-generic, the same command does
show key pressed en key released events for the rotate button.

I have all these three kernels installed now, and I don't know with
which to apport-collect debug information. Let me know if I can add any
more information.
