Public security bug reported:

I installed Ubuntu 10.10 amd64 on my Dell Inspiron 1521 laptop.
The problem is that once I login, I get only the wallpaper & no icons or panels whatsoever. 
I am able to move the mouse but it does not respond to left- or right clicks.
I was using Ubuntu 10.04 before & I had no problems. After upgrading today to 10.10 I started to have this problem.
So I decided to wipe out my HDD & do a fresh install of Ubuntu 10.10. Again I had the same problem & I'm stuck with an empty wallpaper.
I tried to repair the installation using the Alternate CD but it was in vain.
I am now re-installing 10.04 again. 

Why is  Ubuntu 10.10 amd64 not working on the Dell Inspiron 1521 laptop?

Any help would be greatly appreciated.
