I can verify that nothing gets written to Library location if you import
creating links. Database is stored underneath ~/.shotwell. So Library
location does not really seem to be important to us as we're never
importing photos. It probably makes sense to have Library location be ~/
just in case Shotwell does need to write something that we don't yet
know about.

It looks like this functionality is already in Shotwell. When I import from USB key Shotwell shows me progress bar on the bottom of the screen and adds an "Importing" node to the tree. We just need to trigger the same code on startup and we should be all set.
We need to make sure that duplicates are not added when rescanning on each startup too.
