Jeremy,
The latest development build appears to be the same as the release, 10-08.
The latest upstream kernel will have the same problem because the kernel is built with CONFIG_SCSI_IPR disabled.

As I stated before, this appears to be a known problem, since 05/12/10,
though the "build failure" isn't described.

UBUNTU: [Config] disable CONFIG_SCSI_IPR on powerpc
Temporarily disable CONFIG_SCSI_IPR on powerpc to avoid build failures.
