This points to a kernel error, not a bug in plymouth.  Running the
splash screen would not cause your system to lose interrupts (which is
what it sounds like is happening here, given that you say moving the
mouse speeds it up).

You may want to post a screenshot of the boot-time text that shows up
before the splash screen.  There's not supposed to be any text at all
before the splash screen, so this may give some hint as to the nature of
your bug.  Or, it may be a separate bug that should be filed against
plymouth... depends on what the messages are.
