[Bug 637845] Re: [maverick] CPU frequency does not scale up unless all cores are in use

When I ran two instances of burnK7 my cpu did not step up from 800 GHz,
but last night when I was watching a video on iPlayer I noticed that it
did start stepping up (top reported *over* 100% CPU usage). If anyone
can explain how I can test this bug I would be happy to do so.
