I toggled the /etc/default/irqbalance "ENABLED=..." in both lucid (1=>0)
and maverick(0=>1), and the webcam is now working in both, although the
picture is shot thorough with green horizontal lines and breaking up
badly.

This is the first time that the webcam has worked in lucid, apart from
the live CD.  I'm not sure if it will continue to work, but I'll keep
checking
