This may be inappropriate location but only "Other" seemed to fit.  My
apologies if it needs to be placed in another forum or system.  I would
be pleased to receive direction

The problem is the same on two quite discrete systems:  This system that
is generating this report with ubuntu-bug -f- -p linux and a Toshiba
Satellite L355 S4907 laptop.  The problem can be reproduced at will:

System > About Ubuntu
System > Help and Support
Applications > Other > Report a problem
All three put u the busy spinner for 15 to 16 seconds and then the mouse arrow.  No windows or content appear.
