[ANNOUNCE] Re-spin of vivid and lts-vivid -proposed pocket kernels

Due to a regression[1] found in the Vivid kernel that was previously in the
-proposed pocket, we have respun the following kernels:

vivid linux 3.19.0-40.45
trusty linux-lts-vivid 3.19.0-40.45~14.04.1
