[ANNOUNCE] Respin of yakkety -proposed pocket kernels

Due to CVE-2016-9919 (see bug #1648662 for details), we're respinning the
yakkety kernels that are currently in the -proposed pocket.  Namely:

- yakkety linux
- xenial linux-hwe-edge
