[ANNOUNCE] Respin of xenial -proposed pocket kernels

Due to a regression found during testing, we're respining the xenial
kernels that are currently in the -proposed pocket.  Namely:

- xenial linux
- xenial linux-raspi2
- xenial linux-snapdragon
- trusty linux-lts-xenial
