hppa fix for -9.22

Please grab the abi file correction from lamont/hppa-ia64.git for -9.22:
(And yes, we're totally ignoring that this could be considered an abi
bump... there isn't an hppa64 kernel in the archive yet, so it doesn't
matter...)
