bug 137686 - increase delay to fix TI card readers

Hi All,

This came from an inquiry from bug reporters on #ubuntu-bugs.  They were
hoping the following one line patch could be pulled in before the kernel
freeze:

They've tested and verified it resolves bug 137686:
