[STOP-GAP PATCH] [945 tiling] Low performance due to no A17 workaround

I'm well aware that Eric Anholt is working on this as we speak but in 
the absence of a proper patch with Jaunty due for release in a few days, 
there is only one working alternative: Disabling GEM

This is a critical performance stop-gap patch and should not be excluded 
from Jaunty.
