Parallelized builds for Lucid

[Tim Gardner]

Kernel builds are serialized by default. This change allows flavours to
build in parallel, as well as their associated binary debs, saving quite
a bit of time during the packaging phase. Many of our build servers are
quite capable of handling these loads.
