Kernel stable updates policy change

The Stable Release Updates team (in the form of Steve Langasek) have
expressed some concern over the kernel team policy of applying upstream
stable updates. The volume of stable patches for 2.6.27 has been quite
high, and has caused at least one regression that was not detected until
promotion to -updates. The kernel team believes overall that the stable
updates provide much goodness, stability, and some device enablement and
quirk fixes which cover that post-release period before the next release
is stable enough to use. However, even one regression is a violation of
SRU policy.

As a compromise, the kernel team has agreed to discontinue uploading
stable update kernels for non-LTS releases 4 months after release. We'll
continue to provide Ubuntu kernel sources with stable updates applied in
a topic branch of the git repository for those who wish to build their
own kernels.

LTS releases will continue to enjoy upstream stable updates with
sufficient scrutiny and baking time in -proposed that we can hopefully
avoid future regressions.
