ubuntu/.../acx review

As part of the review of ubuntu/ I have been reviewing the acx network
driver.  The comment from the UDS session was that this driver was no
longer needed and it should be dropped.  I have just had a look at the IDs
it is supporting and they currently do not appear to be supported by other
drivers and was wondering at the background for the decision to remove,
so that I can document it.
