If the upgrade algorithm is:

Jaunty generic --> Karmic generic
Jaunty server --> Karmic generic-pae

and the install rules are:

if RAM > 4GB then install Karmic generic-pae
else install Karmic generic

then I think we'll be OK wrt to KMS/GEM/PAE. As far as I can tell, this
is a long standing problem and is not a regression from Jaunty.
