linux-tools-* dependency on binutils

        Hi folks

 Currently linux-tools-* has a versioned dependency on the binutils
 upstream version it was built for.  This is a normal result of linking
 to libbfd which has strict shlibs due to a moving ABI.

 Would it make sense to add a static libbfd to binutils and to link
 linux-tools statically with this lib (and only this lib)?
