[Maverick][linux-meta][SRU][pull-request] UBUNTU: Add compat-wireless-2.6.37 meta package

As a follow on to:
"[Maverick][LBM][SRU][pull-request] UBUNTU: Add compat-wireless-2.6.37"

The following adds the compat-wireless-2.6.37 meta package placeholder.
We'll send a follow on patch to uncomment the corresponding sections
once 2.6.37 is final and we're ready to build and support.

I've also taken the liberty to add the compat-wireless-2.6.36 meta
package change which accompanies Tim Gardner's pull request to add the
2.6.36 compat-wireless stack [1].
