[Maverick, Natty] SRU: virtual image needs another nls module

It turns out that cp850 alone is not enough but also needs iso-8859-1.
This patch would add it (applies to maverick and natty).
For Oneiric we either need same or go for a different approach of just including
everything fs related into virtual.
