[Saucy] ship 'cpupower' in linux-tools

We've had a few requests[0] to build and ship the 'cpupower' userspace tool
from linux/tools/power/cpupower/ in the linux-tools-* package. The following
patch to the Saucy packaging enables that.
Cpupower is the renamed, more modern version of the 'cpufreq' tool, which
hooks into the kernel power API. An ancient version of cpufreq is shipping
in saucy already, but happily this new cpupower in linux-tools-* will not
conflict with the old cpufrequtils package.
I've smoke-tested the basic frequency-governor functionality on a SandyBridge
and it appears to work. It also builds okay for armhf but I have not
run-tested it on ARM.
